The N.O.B.L.E. report was released after community concern with traffic stop statistics. The report was completed to recommend improvements, give insight, and find a comprehension of the raw data collected. Local interests were raised by minority groups after recent statistics revealed 3 out of 4 traffic stops were African American. The city council has accepted this report and its recommendations. They have been engaged in legal matters after imposing a moratorium on traffic consent searches. The city looks to proceed with an active lawsuit while in hopes to find resolution and more defined processes in managing these policies.
